Planning Board Meeting Minutes
March 18, 2014
1. Call to Order: The regular meeting was called to order at 7:15 PM.
2. Attendance: Members present were, Chair- Dan Peaco, Vice Chair - David McVety, Herb Olsen, Beth Damon, Alternate - Rick Jackson & Alternate -Stan Brett. (Absent–) Karen Turino-Secretary
Richard St. John – Code Enforcement Officer
3. Announcement of Quorum: Board had a quorum, Alternate Rick Jackson was appointed to serve.
4. Approve Secretary’s Report:
A. Regular Meeting Minutes February 18, 2014 *Motion to accept minutes. HO/RM – Unanimous.
5. Discussion & Comments from public:
A. None.
6. Residence Based Business Applications:
A. James Howard, 1026 State Route 121, Map R09 lot 027 DBA Collaborative Professional Support Services.: Sole proprietor one room office grant writing, painting. No site plan review needed, Unanimous
B. James and Maureen Howard, 1026 State Route 121, Map R09 lot 027. DBA Meadow Muffin Farm
N/A This being agriculture PB has nothing to do with it all set.
7. Shoreland Zoning Applications:
A. None.
8. Site Plan Applications:
A. None.
9. Subdivision Application:
A. Richard Mowery, Map R-07 Lot 047H. Lot split in existing subdivision Longview Meadows PB signed off on site plan now can be updated at the Registry of Deeds,
B. Jim Robbins for Pleasant Lake Overlook, Map R9, Lot 38. Asking for an extension of subdivision and removal of sprinkler requirement. PB unanimously opposed the extension after much discussion, due to no substantial start being made. Mylar was 3/2009 and expire 3/2014. Most of the previous application could be used with a new permit from DEP for the stream crossing. Discussed omitting H20 sprinkler system, BD was not comfortable with the fire chief not present, PB agrees. After the new application is submitted the previous subdivision will be NULL/VOID . Put Jim Robbins for Pleasant Lake Overlook on April agenda.
C. Sunset Clause in Subdivisions Discussion: An 'expiry date' has come to the end on certain Subdivisions in town. Pleasant Lake Overlook, Poplar Ridge and Howes Subdivision. PB to discuss what action to take. Nicholas Edwards for Hancock Lumber about Poplar Ridge Subdivision. Nicholas
stated that the Chief Finance Office of Hancock Lumber said he spoke to the Code Officer of Otisfield last year and the code officer stated that the town did not have a Sunset Clause. R St.J
Code officer said the person did not talk to him. The PB voted that Hancock Lumber had to reapply as the time had expired and no substantial start had been made. The mylar was signed 7/2007 and expired 7/2012 Poplar Ridge subdivision is NULL/VOID. Motion to NULL/VOID and update the Registry of Deeds HO/DM Unanimous.
The Howes Subdivision has expired which makes it NULL/VOID. No substantial start has been made. The mylar was signed 7/2007 and expired 7/2012 Motion to update at the Registry of Deeds HO/RJ Unanimous. Send letter to the owner of the subdivision that it is NULL/VOID, under Article 8.3F

A. Planning Board Meeting April 15, 2014 at 7:00 PM.
B. Planning Board Site Walk, Map U-1, Lot 8 April 15, 2014 @ 5:30 PM

A.Have Tanya check with the Registry of Deeds for what their procedure would be for NULL/VOID items and write letters to the 3 subdivision under article 8.3F. But hold the
letter for Overlook subdivision until next month meeting.

With no further business, the meeting was adjourned at 9:00 PM. – Unanimous.
